The Mission
The mission of OHS in this charge is to coordinate WMD/Terrorism training
throughout New York State and to ensure that all training “deliverables” are
evaluated for content, suitability, and duplication so as to ensure the highest
level of preparedness for New York’s first responders. We have initiated the
implementation of a statewide Training and Needs Assessment which will enable
us to better identify not only our training needs statewide, but also our
statewide training assets so as to ensure that we are developing the appropriate
infrastructure with which to respond to threats faced by New York first responders.
This assessment will also enable us to identify existing best practice programs
and assets that most effectively serve our responders and thus facilitate the
appropriate level of coordination and support for them which will ultimately
guarantee that such programs are more readily available to those who can most
benefit from them.
The Purpose
Today’s first response community finds itself challenged with a wide range of
continually evolving terrorist threats, requiring continued emphasis on
preparedness training and the development of sound strategies to counter
these threats. The potential use of chemical, biological, and radiological
agents along with the challenges faced from explosives and homicide/suicide
bombers as well as natural disasters are shaping the present and future
preparation of responders.
As these threats evolve and are identified, a need exists for comprehensive,
proactive, “threat based” and “intelligence driven” preparedness levels within
the first responder community. Without clear direction, coordination, and
support it is difficult if not impossible to ensure that the level of readiness
is appropriate for the challenges faced.
The New York State Office of Homeland Security, acting as the point source for
the coordination and delivery of comprehensive “threat based” training, will
provide the appropriate medium for ensuring that our level of preparedness is
appropriate for the challenges ahead. By incorporating up to date intelligence
with responsive and proactive training programs we can ensure that responders
receive the timeliest and most relevant training available based upon realistic,
adaptive, and appropriate mission specific competencies.
